Utah Legislature Passes Blockchain Bill, Drops Bitcoin Reserve Provision – Decrypt

Utah lawmakers approved legislation late Friday, aimed at providing regulatory clarity but removed a pivotal provision that would have allowed the state to invest public funds directly into crypto.

H.B. 230—Blockchain and Digital Innovation Amendments passed Utah’s Senate by a 19-7 vote after legislators amended it to eliminate language that would have authorized Utah’s state treasurer to allocate state-managed funds toward a Bitcoin reserve.

Later that night, the House concurred with the Senate’s revisions, approving the bill 52-19, with four abstentions.

Initially introduced by Rep. Jordan Teuscher (R-Utah) and sponsored in the Senate by Sen. Kirk Cullimore (R-Utah), the amended legislation still contains significant blockchain-friendly provisions.

The bill explicitly prohibits state and local governments from restricting the acceptance or custody of digital assets, protects individuals’ rights to run blockchain nodes, participate in staking, and exempts such activities from state money transmitter licensing requirements.

Additionally, the legislation limits local governments from imposing zoning and noise regulations that unfairly target digital asset mining businesses operating in industrial zones.

The move comes shortly after President Trump’s March 6 executive order establishing a Strategic Bitcoin Reserve and U.S. Digital Asset Stockpile at the federal level, reflecting broader governmental interest in crypto adoption.

Governor Spencer Cox has not publicly indicated whether he intends to sign the bill into law. If approved, the measure will officially take effect on May 7, 2025.

U.S. States’ Bitcoin push

While Utah is taking a step back, several other states are now accelerating their push to integrate Bitcoin into public finances.

Texas and Arizona remain the frontrunners of the same.

Last Thursday, the Texas Senate approved the bill by a 25-5 vote after Senator Charles Schwertner, the bill’s sponsor, said Bitcoin’s scarcity and its potential as a hedge against inflation make it a valuable asset for the state’s financial future.

“We don’t have stacks of dollar bills and safes like we did in medieval times,” Schwertner said. “What we have is digital currency.”

Not far behind, Arizona is also advancing its own Bitcoin reserve proposal.

Arizona’s SB 1025, which has already passed through the Senate Finance Committee’s third reading, proposes that the state invest up to 10% of public funds in Bitcoin and other digital assets.

Following Arizona and Texas’s lead, Oklahoma’s HB 1203, the Strategic Bitcoin Reserve Act, passed the House Government Oversight Committee by a 12-2 vote.

However, not all states are as eager to embrace Bitcoin-backed reserves.

States like Montana, South Dakota, Pennsylvania, North Dakota, and Wyoming have outright rejected similar bills due to concerns over Bitcoin’s volatility.

Roughly 18 state proposals are still pending, per Bitcoin Reserve Monitor data, with Kansas, Iowa, Missouri, Illinois, Florida, Massachusetts, Michigan, among others, all exploring the possibility of incorporating Bitcoin into their financial reserves.

Dancing on Ice viewers slam “worst final” as 2025 winner is announced: “Not watching this show anymore”

Dancing on Ice star Sam Aston has been announced as the 2025 winner – but it’s fair to say the result has ruffled a few feathers.

The ITV show wrapped up its 17th series on Sunday (March 9) and aired an epic finale – fronted by Holly Willoughby and Stephen Mulhern.

The remaining contestants, Anton Ferdinand, Sam Aston, and Michaela Strachan battled it out to become the champ.

However, it was Corrie star Sam who was announced as the winner of the 2025 series.

During the Dancing on Ice final, the three celebs performed once more, showing off the skills they’ve accumulated over the past few months.

And judges Jayne Torvill, Christopher Dean, Ashley Banjo and Oti Mabuse were on hand to share their thoughts.

But it was Sam who impressed viewers the most, as he was revealed to be this year’s winner at the end of the show.

Meanwhile, Michaela Strachan came in second place, and Anton Ferdinand was third.

Pregnant Michelle Keegan has a secret home where she is said to be recovering from the horror break-in at her £3.5m Essex mansion.

In February, Michelle and husband Mark Wright were left “traumatised” after the pair reportedly had to hide and lock themselves in a room after intruders broke in.

Mark kept his heavily pregnant wife Michelle – who is on 10 Pound Poms on Sunday (March 9) – safe, while they waited for the police to arrive.

However, fortunately Michelle has a second property she can head to following the scary ordeal.

Following Michelle and Mark’s break in February, detectives believe that the intruder gang were professionals, on the hunt for a “big score”.

They are thought to have broke on to the property’s grounds just after 6pm on Tuesday February 18.

A camera is believed to have detected the criminals making their way towards the house, with Mark and Michelle receiving phone alerts. Apparently, Mark then heard a patio window smash and thThe break-in e alarm go off.

“This has been a truly horrible thing to have happened to them. It is a very special time with their first baby on the way. This has been very difficult,” a source told The Sun at the time.

However, fortunately for Michelle her second home is totally under the radar.

The article from Grazia reads: “The Stockport-born star has an apartment in Manchester, so stays there during filming [of Brassic].”

Michelle also added: “All my friends and family are up there and I’m a homebird really. It’s great timing because I’m getting to see everyone before the baby comes.”

Michelle has chosen to keep her second property private and doesn’t share snaps of the humble abode on social media.

Here are the steps laid out, in order:

The first step is easy, you just need to pick the right cities. You can pick one of two cities to start in: either Wichita or Kansas City as the birthplace for a female character. Once you’ve made your character, you will want to focus on making your Smarts stats as high as possible.

How to Study Physics in University

Visit the library a lot and read as much as you can. This will improve both your Happiness and Smarts over time. Doing this consistently from an early age will bear fruit later. As you age up, you will want to focus on getting very good grades. Also, try taking an extracurricular when you get to later parts of your schooling. This can help a lot with getting into University.

You need to be fairly smart, so keep visiting the library and reading books via the Activities menu. Get through school and make it to University, from there, you can go into a Physics major. Just repeat the reading and studying from high school and you should get pretty high marks on your degree.

You need that to get the job you want. Once you’ve completed your four-year education at University, you will have your degree. From there, you must go job-hunting. You need to keep refreshing the jobs listing in Careers to find it.

How to Work as a Pilot

Once you have your degree, it’s time to work on getting that pilot’s license. The first step is to get enough time on the stick. You need 40 hours of practice flying to apply for the license. Go to the Activities tab, select Licenses, and complete your 40 hours of flight lessons. There’s a test involved, so be prepared with a guide for the right answers. Use that guide we linked to have all the answers and get your job easily. Once you ace the test and have your pilot’s license, time to get the actual job.

After working for a few years and saving up some cash, it’s time to buy the plane for the last step. You into the menu for it at Assets > Shopping > Aircraft Brokers.

From there, find a plane you can afford.

A University of Pittsburgh student went missing during her Spring Break trip to the Dominican Republic … and, authorities say she was last seen strolling on the beach.

Sudiksha Konanki search

Sudiksha Konanki — a 20-year-old student — went missing while on a trip with her friends to Punta Cana, a small town on the eastern edge of the island nation.

Konanki was last seen at 4:50 AM local time on Thursday at the Riu Republica Resort according to the missing persons poster shared online.

The same poster describes her as 5’3″ with black hair and lists the clothing she was wearing when she disappeared. She was wearing a brown bikini, earrings, an anklet and multiple bracelets.

The University of Pittsburgh released their own statement … and, they are working with local authorities in Virginia and authorities in the DR to try and find Konanki.

Photos of rescue efforts by Defensa Civil — a search and rescue team — have been posted online … with dozens of people in orange jackets combing the island for Konanki beginning Saturday.
